【提 要】：本文在回顾国内外盾构发展历程和阐明国内外盾构现状的基础上，指出国内盾构在地层稳定控制技术、结构设计技术、刀盘刀具设计技术、系统集成技术等7个方面存在的差距，并根据国内现有条件，在盾构研发的策略、组织形式、攻关课题等8个方面，提出了发展思路及措施。

Abstract: This paper on the base of reviewing shield development history and explaining the existing shield situation both domestic and abroad, indicates the gap lagging behind in relation to those abroad, in terms of ground stability control technique, structure design, cutting disk,and cutting tools design, and system integration, and the like 7 aspects, and in accordance with existing domestic conditions, puts forwards development thinking and measures in terms of shield R&D strategy, organizational pattern, nut cracking topics and the like 8 aspects.

盾构是一种挖掘隧道用的工程机械。传统的隧道施工方法是用人工或机械方法将土挖掘下来，再装上矿车外运，紧接着对挖空了的隧道进行支护，这种方法当遇到淤泥或流沙层等地质条件时，很难做到“及时”支护，极易坍塌，造成大面积的地面塌陷。盾构施工是在一个能支撑地层压力而又能在地层中推进的圆形（或矩形和马蹄形等特殊形状）钢筒结构的掩护下，完成挖掘、出土、隧道支护等……
