摘要：世纪之交，我国教育发展面临着前所未有的机遇和挑战：党中央、国务院明确提出并着手实施“科教兴国”战略；科技、经济的迅速发展和社会的进步对教育提出巨大的需求。必须承认，我国的传统教育对国家经济、社会、文化的发展是有重要贡献的。然而，只有敢于面对问题，我们才能进步，才能跟上时代发展的步伐。进入２１世纪，对我国来说，就要迈上新的５０年在全国基本实现现代化的征程，其中最重要的准备，就是人才的准备。问题的重要性使我们不得不去审视我们的教育观和人才观。目前在基础教育界已形成了共识，素质教育势在必行，实施素质教育的主渠道是课堂教学，而且必须发挥学生的主体作用。但是，在具体实施过程中存在着大量的形式主义、表面文章，究其原因，我认为实施素质教育既要尊重教育现实也要注重教育发展的战略。
